- Acknowledges Elgin's letter of 2 August; question of relations between Secretary of State and Governor-General; Canning inclined to assume too much independence and he would have been reprimanded over redemption of land revenue; Secretary of State has more knowledgeable advisers [in Council of India] than Governor-General in some cases; contract law was another such case, where Canning was led astray by English community at Calcutta; Secretary of State can support as well as check Governor-General; further reflections on their constitutional relationship and how they should work together; cites system of 'previous communications' between Court of Directors and Board of Control as example of good practice; same applies to relations between Governor-General and Lt-Governors; defends system whereby assent or dissent is given to a whole bill rather than allowing superior authority to deal with individual clauses; need for native judge on High Court – suggests Prasanna Kumar Tagore.
