- Discusses healthiness of various places, enclosing table of comparative mortality amongst troops in Bengal [including upper provinces]; had hoped for reduction in Commissariat; opposes fixed ratio of native to European troops; believes police 'much less dangerous' than native army and that it should be cheaper, but army and police together are 2.5 times higher than in 1857, and should be brought down; realizes costs of justice and administration must gradually increase; European troops cannot be reduced beyond about 70,000 men; discusses possible new sources of tax, favouring Licence Tax on Indian traders; asks Elgin to explore Dinkar Rao's suggestion of Excise on Indian manufactures which Manchester manufacturers favour though Wood does not think they have much of a case; has sent orders to Bombay to send steamer to Suez to fetch Lady Elgin.
