- Refers to Elgin's letters of 20 and 23 January; comments on Trevelyan and on India's financial situation generally – Wood re-iterates need for economies and opposition to expenditure on barracks from cash balances intended for public works of utility; question of move of seat of government can keep; press trying to foment quarrel between Elgin and C-in-C; Wood thinks Elgin right and C-in-C wrong and that latter should be at Calcutta; opposes Inspector-General of Police and of Forests – 'this is centralising beyond anything ever done before; would like Madras and Bombay railway to run via Hyderabad to bring that place into better relations, and Wood would like power of sending troops there rapidly; questions why Govt of India has restricted Bombay public works, and urges Elgin not to disappoint public expectation at home of seeing public works in India carried out.
