- Strongly disapproves Govt of India's reduced assignment for public works in Bombay; urges Elgin to remember public opinion at home on question of cotton supply; Wood has resisted Manchester people's unreasonable demands on duties, contracts, and waste lands, but on roads they have unanswerable case; Madras public works have been similarly restricted; hopes for alteration of scheme before Trevelyan's budget statement and that no reduction in assignment for roads will appear – it is a very serious matter 'and may bring more trouble upon us here, and more discredit on the Govt of India than anything in recent days'; East India Railway Company's proposal to extend Raniganj line through coalfield – Wood suggests it would make a good tramway line; he is trying to devise scheme for allowing unguaranteed and guaranteed works to go on together.
