- Lord Stanley is anxious that Govt of India should see report of his Commission on Sanitary State of Indian Army before barracks are built; his great disappointment at lack of expenditure on reproductive public works in 1862/63 which Trevelyan's budget for 1863/64 does nothing to rectify and cannot see how he is to account for this; is indifferent to paying off debt in India since its existence binds people to British rule; better to pay off debt in England than India to establish credit for borrowing 'in time of need'; re-iterates views expressed in letter of 4 May (1); thinks increasing prosperity of India may not result in increased consumption of taxable items; Canada imports more English manufactures than India; Maine technically correct that Act does not prescribe Calcutta as place of meeting of Governor-General's Council; relations with Persia; attack on Wood in Commons by Danby Seymour not well supported by Manchester men.
