- [Refers to Lawrence's letter of 25 August]; regarding appointment of new Governor of Punjab, has one doubt concerning McLeod, namely his 'extreme missionary views'; would want an assurance that of his discretion in future in such matters; same is true of Edwardes; doubts 'administrative power' of Durand whom he has in mind as successor to Napier; outlines his views on need to re-organise military high command in India; present separation of C-in-C in Simla from Govt of India in Calcutta inevitably leads to tension between C-in-C and Governor-General; C-in-C (who should, as now, be a Queen's Officer to whom, as now, all matters relating to Queen's troops should be referred) should become a Minister for War never separated from Govt and relieved of active command of forces by having two Generals under him; if Lawrence feels also having an Indian Army Officer in Council would be too much, he could be replaced by Civilian.
