- Neither Miss Nightingale nor Sanitary Commission in England should be in direct communication with Indian bodies; all communications from India should go through Governments in India to Secretary of State, and it is in interest of Govts in India and particularly Governor-General to observe this principle; fears growing expenditure in India; constant change of persons [i.e. of officials] a great evil in India; difficulty of finding successor to Trevelyan – asks there is any suitable successor in India; Wood prefers to send someone from England because he wants (a) Trevelyan's work to be completed and therefore to have discussions with new appointee, and (b) to avoid giving English party in India additional cause for complaint on top of Grand Jury and rent questions.
