- Acknowledges Lawrence's letters of 19 and 21 November; is glad to hear relations between Bombay Govt and Public Works Dept have improved; expression of disapprobation has been sent to Frere on his mode of going on; comments on Oudh, and on failure of various land settlements in the past which causes him misgiving about new permanent scheme; Wood has advised Trevelyan not to undertake anything new in short time left to him in India; brief comments on Trevelyan;s proposed changes in opium system; is aghast at proposed expenditure on military buildings and doubts claims made for allegedly healthy sites; realises improvements can be made, but is very unwilling to incur such enormous expenditure without more information; will support maintenance of Income Tax; need to find new sources of revenue if possible; will support any measure Lawrence thinks right to keep down expense or to increase resources; urges Lawrence to take care of his health as his presence is vital; discusses possible retirements and consequent changes in membership of Governor-General's Council; regrets simultaneous loss of so many good men – present Govt very strong and difficult to find as good replacements.
