- Has had long discussions with his advisers on Oudh land tenures, and a despatch is on the anvil; outlines his views at length; criticises type of enquiry into tenures established by Lawrence and the officer sent by him to conduct it – Mr (later Sir Robert) Davies ('a Punjabee trained in the levelling school'); in taking steps to preserve occupancy rights 'it was quite essential to show that you were actuated by no spirit adverse to the talookdars and only by the determination to have justice done to all. It was more especially incumbent upon you to take care of this, because you have the reputation of being hostile to the Native Gentry, and opposed to Lord Canning's policy in respect to them'; Lawrence has laid himself open to imputation of shaping enquiry so as to predetermine that it would reverse all that has been done; Wood asks Lawrence if possible to re-shape it to begin by simply establishing whether occupancy rights exist, and only then to invite claimants to establish whatever rights they may have had; in any case, Lawrence should counteract impression that he is hostile to taluqdars; suggests Lawrence might visit Lucknow to reassure them; whatever occupancy rights are established will be so much taken from what taluqdars have been led to suppose was assured to them, and this deprivation should be made as palatable as possible – 'you must not lower them in their own eyes, and in the eyes of the country, more than you can help'.
