- Acknowledges Lawrence's letters of 30 Jan and 4 and 5 Feb; in matter of Persian Telegraph line, did not intend to free Bombay from Govt of India's control – Wood is decidedly in favour of financial control of Govt of India though he sometimes cautions against its use in small matters; will not press proposal for Minister of War at present, but is collecting papers on subject; a judge should not be temporary member of Executive Govt in Maine's absence; agrees with Lawrence about Munro, but has reservations about various modes of settlement adopted 'that we have conferred great benefits, I don't doubt for a moment. I am afraid that we are a little given to extremes, and do not sufficiently make our systems agree with the habits and feelings of the Natives'; draft on permanent settlement has been prepared and unanimously approved by relevant Committee members; sorry at Bhutan news; fears Indian finances will be in deficit for next few years; Trevelyan has at last come round to agreeing to retention of Income Tax; income will have to be increased since possibilities of expenditure reduction are slight; fears crash at Bombay through fall of cotton prices.
