- Refers to Lawrence's letter of 18 February (1); fears European planters will ruin native gentry in Coorg by taking away labourers; Wood has been horrified at planters' proceedings in Assam in seeking to compel labourers to work; contract and rent questions; hopes High Court will give collective opinion; considers such a tenant right bad in principle 'although it ought to be maintained if it exists. We are opposing the claim of the Irish tenants to have such a right enacted against their landlords, as being mischievous and impolitic, and I can hardly urge its extension in India'; criticises dilatory proceedings in Dyce Sombre case.
