- Lawrence's letter of 20 February a 'capital defence' of his Oudh policy; Wood's despatch 'written as much for the H of Commons as for you' where Wood hopes Lawrence will not be attacked as Wood has taken pains to convince critics; 'but undeniably there was a strong feeling here on the subject'; three members of Wood's Council voted against despatch and three abstained – Wood had to put it into shape himself with some care to carry the nine in favour; reviews position of Oudh question as he now sees it in light of papers most recently received; Lawrence 'must not be surprised at my writing to you, what may not in the end [emphasis in original] be my opinion. I promised to write to you fully and frankly, and I have always done so, even though I had not made up my mind, and cleared all my notions. It can hardly but be useful to you to know what is passing through our heads, even though we make up our minds decidedly afterwards'; points of procedure regarding Secretary of State's sanction for Bills passed in India in context of Punjab Court having power to try Englishman for his life; question of Raja of Mysore's adoption and strength of opinion in Wood's Council in Raja's favour.
