- [Refers to Lawrence's letters of 12, 18 and 20 September]; Roberts not suitable to fill Hawkins' vacancy; irrigation works should be financed partly from revenue, partly by borrowing; intention to borrow should not be announced in advance (which creates less favourable conditions) and Lawrence must not pledge Home Govt to do such things; Wood believes Governor-General has power over court martial sentences – question is being looked into; has agreed to certain military reductions but cannot understand artillery proposals; has telegraphed as Lawrence wished on Wahabis, but does not want to get involved in any land operations; suggests stationing small body of cavalry or mounted police at Aden; Lord Palmerston's death.
