- Has not fully digested Muir's paper [cf. Lawrence's letter to Wood of 1 August 1866], but conclusion seems to be that, as in all 'uncivilized' countries, customary rights of occupation existed and in almost all cases it suited both parties to adhere to them, 'and so it will be till a competition for land grows up under the security for life and property which our rule gives'; question of then giving ryot security is difficult and Wood will have to consider and discuss it with others; pity question was ever raised in Oudh, for otherwise custom would have continued undisturbed.
