- Acknowledges Lawrence's letter of 17 July; approves Lawrence's stance regarding Afghanistan and Russians in Central Asia; discusses Russian policy - concern felt by some regarding Russian danger; Sir H Green (Political Superintendent, N.W. Frontier of Sind) urges occupation of Quetta, and hopes to visit Russian camp with credentials from Foreign Office; over-zealousness of Col R H Keatinge (Political Agent, Kathiawar) to impose British modes of proceeding; proposes to suspend work on Peshawar barracks, pending construction of Lahore-Peshawar railway, and in view of unhealthiness of area, cost, and uncertainty regarding number of troops required to be stationed there; asks whether Peshawar valley could be held with native troops in ordinary times; Council divided whether railway should be built by Govt or Guaranteed Company; regrettable no Indian tax can be devised tol reach 'well-to-do portion of the community'; suggests there should be civilian element in Committees on Military Compensation and that their selection should not be delegated to anyone who took prominent part in army amalgamation discussions [i.e. Col Norman, Secretary, Govt of India Military Dept ?].
