- Proposed survey for Burma road will provide geological facts, etc, which will make it easier to resist pressure from Chambers of Commerce for such a scheme; suggest such a road might be worthwhile if Shan states became tributary to India – extension of influence on that frontier might not be undesirable if done peacefully; possible misunderstanding over famine telegrams; little chance of significant charitable help from England; no problem if Lawrence needs to borrow in England for famine relief; purpose of famine enquiry is to investigate conduct of Bengal Govt; Cranborne's views on irrigation policy, borrowing for them, and question of private versus state enterprise; preservation of multitudes from famine different 'from the mere development of prosperity'; private companies should satisfy two conditions – willingness to conform to rules for protection of natives, and having sufficient capital from outset; suggests larger and more pressing works be undertaken by Govt, smaller ones by local companies in India; decision not to extend East India Irrigation Company, and pressure on Madras Company either to take Bellary works or leave them to Govt; explains his practice on private recommendations, and forwards some.
