- Gives his views on Lawrence's letter of 16 September on Indian finance; possibility of reducing military expenditure must be decided by Lawrence; Cranborne cannot now attempt general reversal of policy to spend huge sums on barracks; too many useless roads being built; agrees with Lawrence's opinion in letter of 31 August in favour of irrigation works, but disappointed only £750,000 to be spent during ensuing year compared with £2.5 million on barracks; if barracks and irrigation are in competition, the former must give way, but does not think they need compete – either or both are fair subjects for loan; these two figures cannot possibly remain as they are – they expose Secretary of State to criticism of preferring 'comfort of the soldier to lives of considerable masses of the population' or even if there is no famine 'to the most urgent necessities of the cultivators of the land'; urges necessity of irrigation works in language used by despatch from India on barracks; has no objection to Companies – 'the agency by which the work is to be done .. [is] profoundly unimportant. The great thing is to get the work done'; railways less urgent, but Cranborne still favours railway construction which he believes will raise the taxpaying power of India's vast population; Indian expenditure bound to rise and funds must be found to keep pace with it which 'can only be done by making the people richer'; credit of Indian Govt in London is currently very good, that of Indian railways very bad; advocates local taxation because discontent it arouses will only be local and therefore not 'a serious political danger' – 'as you are a despotism, the only result of attempting increased taxation you have to fear is popular discontent; and that can only shake your power if it is concentrated upon you'; report from Lt-Governor of Punjab (McLeod) suggests it may be possible to raise considerable amount of local taxation for roads and public buildings; will support borrowing for irrigation and railways; borrowing preferable to abstaining from improvement; has suggested to Massey establishing suspense account for public works to clarify obligation to pay off such loans; more imperial taxation will still be necessary; briefly discusses salt tax, income tax, and licence tax; prefers the latter, its arbitrariness 'under your form of Govt .. is no grave objection'; suggests tax on shares; asks why Canning's sanads preclude succession tax; begs Lawrence to be cautious on permanent settlement when value of money is falling.
