- Acknowledges Lawrence's letters of first week of October; announces appointment of (Sir William) Seymour Fitzgerald to succeed Frere as Governor of Bombay; Frere will probably become member of Council of India; argues at length in favour of abandonment of barracks at Peshawar; argues that Lawrence's views on strategic importance of holding valley with European troops may not be shared by succeeding viceroys; will defer to Lawrence's view if he adheres to it but asks him to put reasons for insisting on Peshawar barracks into a despatch which they will reply to from London; will suspend proposal for Public Works Councillor as Lawrence does not approve; hopes that Dept may show more vigour now it is clear that home authorities approve expenditure on irrigation and railways; approves creation of Irrigation Dept; brief comments on Peshawar railway; regarding Holkar, agrees with policy of upholding smaller feudatories; believes Princes would cut English throats if they could, but is anxious to give them no ground for complaint; important not to use humiliating language; agrees with Lawrence on Quetta and policy towards Afghanistan, though would be happy to absorb Burma; Queen unwilling to allow power of investiture of Star of India to nay high officer unless he himself was a GCSI; receives numerous reports (though none from high official authority) that there will shortly be a fresh rising in India – latest from Iqbal-ud-Daula (ex-Oudh Prince).
