- Points out high cost of British soldier; understands 70,000 needed to watch native army and that native army cannot be reduced; asks whether danger of revolt of native army could be reduced by stationing troops far from their birthplace; since Muslim and Hindu troops likely to be alienated, not by political measures, but by religion, asks whether oriental troops could be imported from Burma, Borneo, Ceylon, or further afield; fears 20,000 – 30,000 British troops may have to be withdrawn in the next few years; has no sympathy for Azim Jah's creditors who have simply speculated on what they could get out of the British Govt; suggests only way of dealing with pensioned princes is to treat them as infants and thus incapable of incurring debts; flogging of coolies in Assam, and way in which English agents of private companies tend to maltreat natives.
