- Irrigation should be undertaken by Govt if possible, by private enterprise if not; hopes work will begin without delay; absolutely necessary to establish new Irriagation Dept; no time should be lost in beginning surveys; trusts other Presidencies, especially Madras, will receive fair share of Imperial funds; on seeing Times article attacking Lawrence on irrigation [cf. Lawrence's letter of 5 November], Cranborne wrote to editor saying blame for delay did not rest with Lawrence; but Cranborne considers there has been something wrong with personnel or system of PWD; money should not now be a problem – Indian credit is good and whatever is raised will be well invested in works of this kind; regrets but accepts views of Lawrence and Mansfield on Strathnairn's proposal for publication of Bhutan despatches; clarifies his position on occupation of Quetta which he strongly opposes; criticises on Beadon's conduct over famine; thinks Orissa needs railway even more than irrigation; lists railway lines on which they are awaiting proposals – does not give up hope that better communications may ultimately enable reduction of military expenditure; it is clearly understood that Burma railway would not be paid for out of Indian revenues – Council of India would not allow it; believes it will ultimately be made from Burmese revenues 'when we, or some other European power, are masters of Burmah'; paramount importance of excluding influence of any other foreign power from Burma; Burma itself is unimportant but ease of communication with multitudes of western China is important; warns him of Mansfield's impatience of claims or remonstrance from inferior officers; reiterates wish for Lawrence to infuse energy into Public Works and Irrigation Depts.
