- Acknowledges Lawrence's letters of 6 and 7 December; proposed Muir to succeed Grey as member of Governor-General's Council, but majority of his own Council voted in favour of Sir George Yule (Resident at Hyderabad) on grounds of seniority; Cranborne would have preferred Muir 'as I do not think that an opposition in the Governor-General's Council is a desirable institution'; prefers migration to Simla to Lawrence's retirement which would be 'nothing less than a calamity'; drawbacks of migration to Simla and Calcutaa as capital; disapproves sojourn of Governor of Bengal at Darjeeling; problem of Holkar, and of Princes generally, corresponding with people in England; explains political pressure which private companies can bring to bear to open up India to them; current depression means they are quiescent and Lawrence should take advantage of this to goad Public Works Dept into action 'while your adversaries are prostrate'; Queen's wish that General Gordon should not be moved from Poona; Cranborne opposes removing (Sir) L Pelly from Residency of Persian Gulf; comments on Scindia, advantages of Governor-General's tours, and new Bishop of Calcutta (R Milman).
