- Acknowledges Lawrence's letter of 9 March; has not yet had time to study Indian budget, but believes loans for public works should be paid off within limited number of years, and that interest and sinking fund on loans should be more than covered by revenue; Licence tax seems to let off richest classes too easily; (Sir) William Fitzgerald (Governor of Bombay from 6 March 1867) aware of need for economy and abandonment of ambitious projects, and anxious to preserve good relations with Govt of India; Northcote hopes Govt of India will handle Bombay sensitively; merger of Banks of Bengal and Bombay – Northcote would like to sever connection between Govt and Banks; policy towards Afghanistan, Persia and Russia – he and Lord Stanley (Foreign Secretary) are 'very reluctant to intermeddle in any way with these complicated civil wars, and hope you will adhere to your policy of entire neutrality'; we should remonstrate with Persia should she break Treaty of Paris, but not take initiative and advise her not to do something; agrees with Durand (Military Member of Viceroy's Council) on completing railways to North-West frontier even if they may not pay commercially, and asks for appreciation of political as well as commercial value of Indus valley railway; Viceroy's power of pardoning for military offences under consideration – thinks it should be exercised very sparingly.
