- Comments at length on Orissa Famine Commission report and the weaknesses it reveals in the administrative system, in particular that the line of communication between officer on the spot and Provincial Govt is too long, leading to dilution of officer's strongly worded warnings; suggests Bengal Presidency capital should not be in same place as that of Supreme Govt; would like to see more vigorous Presidency Govt, abolition of Board of Revenue, and Commissioners in more direct relations with Govt; Lord Napier (Governor of Madras) considers irrigation projects there need much closer scrutiny to prevent waste of money.
