- Abyssinian expedition and its timing; whole conduct of expedition to be placed in Napier's hands; Commons debate on Orissa famine critical of Beadon but sympathetic to Lawrence; cruel that famine should have occurred when India 'was under the charge of one so peculiarly distinguished for his affection for the people'; Orissa disaster gives opportunity for administrative reform in Bengal, and dealing with such questions as relations between ryots and zamindars under permanent settlement, and 'provision in the nature of a Poor law'; officers' bonus question; difficulty of renewing contract for mail service to India without Commons approval; mentions Mr Pearson's name for judgeship of Calcutta High Court, but does not wish to infringe Lawrence's freedom in the exercise of patronage; need for irrigation works to favour breeding of fish.
