- Encloses draft despatch on reorganisation of Bengal Govt and invites Lawrence's private comments, in particular on persons to be Governor and Council of Bengal; suggests Viceroy should nominate Councillors in subordinate Presidencies subject to right of Governors to object to Secretary of State; Governor-General's Councillors to be nominated by him subject to confirmation by Secretary of State who should be able to overrule his Council on that point; East India [i.e. Orissa] Irrigation Company likely to refuse Govt's offer to buy Company; Northcote reluctant to suspend all irrigation in their area while dispute continues, so would then favour Govt taking over Bihar works and supporting Company in Orissa even, if necessary, with guarantee; on costs of Abyssinian expedition, believes he has made good bargain for India; explains why he believes India has greater interest than England in rescuing Theodore's captives – effect of not doing so would weaken India's prestige among her 'semi-civilised' neighbours, but European powers' estimate of English power would be unaffected; if strict reckoning of costs of all such expeditions were made, India would be the loser; feeling against Mansfield in England; ignorance of Government ministers and MPs of Indian administration; in Governor-General's interest to be relieved of his supposed responsibility as Governor of Bengal – believes what Maine has found in England has convinced him of this; policy regarding support for contending Afghan parties.
