- His draft on Bengal defeated in Council by 8 to 7; Northcote refrained from using casting vote to reverse this result since Lawrence's opinion also adverse; will submit fresh draft inviting Govt of India to express opinion; is convinced that eventually Supreme Govt must be separated from responsibility for Bengal; motive of Council majority is to bind Govt of India to Calcutta and therefore they oppose strong Presidency Govt; if Lawrence disagrees, hopes he will recommend strengthening Bengal Govt by addition of Secretaries, etc, rather than tying Supreme Govt to Bengal; important none of these papers get into press; sorry Fitzgerald has taken shares in Bank of Bombay; relations between Govt and banks; role of Govt directors; question of members of Govt or other senior officials holding bank shares in private capacity and need to 'obviate any suspicion of a collision between private interests and public duty'; report that Mansfield holds shares in Bank of Bombay; on Irrigation Company, personally would prefer them to undertake Orissa works and Govt those in Bihar, but will try to take over whole as Lawrence wishes.
