- Acknowledges Wood's letter of 3 December; rejoices at Napier's appointment to Bombay; Napier is against abolition of Grand Juries, and may oppose Lawrence on rent question; Durand should succeed Napier as Military Member of Council; requirement of C-in-C is to be reasonable and, where he cannot concur, to 'say his say, and have done with it'; discusses rules under which military men can join Political Dept which Lawrence is keen they should do; Political Officers must be men of real merit – a mistake of theirs more difficult to remedy than one by civil officer; comments favourably on 'competition wallahs'; possible changes in Council membership; if Bhotias show no more fight, cold weather can be employed in surveying country, and providing accommodation for troops and police who will hold border posts.
