- Adjutant-General's remuneration: important not to pay too much – 'the greater the post is made, the less likely is it to be given to an officer who has some youth and energy left in him'; balance of opinion in Council on army reduction, for which financial case is overwhelming – 'the Country cannot bear further taxation'; will reconsider compensating native cavalry as well as infantry for increased cost of living; reasons why this has not been done; explains his apparent change of view on proposal for Minister of War; Mansfield's paper on the subject (which he read in England before there was any idea of his becoming Governor-General) shows that proposal is aimed to free military power in India from any civil control; discusses possible successors to Trevelyan as Finance Member – a good outsider would carry more influence with mercantile community than any civilian; difficulty of pursuing rent question; Maine wants to get collective opinion of High Court on Act X of 1859, but judges 'shrink from giving one. The simple fact is that public opinion is on the Planters' side, and all the English Press is in their favor'; good progress in Bhutan; does not wish to facilitate direct correspondence with War Office or Horse Guards.
