- Acknowledges Wood's letters of 31 December and 2 January; discusses various possible senior appointments; policy in Oudh; believes Sir Thomas Munro probably best administrator Madras or perhaps India ever had, and praises his ryotwari settlement; comments on James Thomason (formerly Lt-Governor of North-Western Provinces) and settlement theory attributed to him; defends settlement policy in N.W.P which did not break down in mutiny; impossible to give Indian people benefit which will ensure they stand by you in all circumstances; comments on mutiny; urges Wood to allow permanent settlement in N.W.P.; comments on opium system; gloomy financial prospects; high cost of barracks; disregard of Rose, Napier and Frere for cost implications; difficulties of increasing revenue in India which he has pointed out long before there was any expectation of his becoming Governor-General; Trevelyan has come to believe Income tax must be retained but Lawrence has agreed it should be open question until budget time.
