- Refers to Wood's letter of 18 January (2) on the Oudh question; elucidates at length his understanding of Canning's policy which, in Lawrence's view, included some protection for rights inferior to those of the taluqdars; denies that taluqdars really fear that Canning's policy will be upset – in fact, they hope by such agitation to swallow rights of their tenants and gain complete control over them; 'a little resolution and firmness will, I have no doubt, settle matters'; if the opportunity of an enquiry is lost, 'in progress of time, we shall have the same state of things in Oude, which now has come to pass in Bengal, re-enacted with still worse political results'; reminds Wood of his (Lawrence's) comments on drafting of despatches approving Canning's policy and that Wood had adopted some of Lawrence's views; it never entered Lawrence's head that either Canning's orders or Wood's qualified approval of them barred any such enquiry as Lawrence has directed; reversal of Lawrence's policy in Oudh will have bad effect on cultivators, and if it is to happen it should be done quickly; if the matter comes before Parliament, Lawrence asks that this letter be printed with the other papers – 'I do not wish to be condemned unheard'.
