- Refers to Wood's letters of 10 and 18 February, and the Despatch on Oudh tenures; after careful thought cannot make any change in his course of action; no other course 'is safe, or would be honourable'; nothing has been decided, simply an enquiry has been directed to be made; discusses technicalities of question at length; feels answer to Stanley's Commons question should have been based on fact that, when first regular land settlement in Oudh is being made, at such a time 'by general consent, and long prescription in Upper India' all questions relating to tenures are enquired into; explains why meeting between himself and Wingfield is neither feasible nor likely to do good; defends Davies's actions and circular on tenures; will assure taluqdars of their getting fair play and 'of my strict adherence not only to the spirit, but the letter of Lord Canning's Sunud'; there was no opposition to Grand Jury Bill; all his old Councillors have left or are shortly leaving except Grey.
