- Fourteen of fifteen judges of High Court have come to conclusion adverse to Peacock's judgement in rent case (only dissentient being Peacock); despatch on Oudh tenures in answer to Wood's almost ready; comments on points of detail in Wood's memorandum sent with his letter of 27 February (3); defends his treatment of Wingfield, and criticises latter's partiality towards taluqdars; visit to Oudh would not help; since civil officers there are mostly Wingfield's men, best chance 'of obtaining fair play for the inferior classes connected with the soil is to get new men into the Commission' not men imbued with Lawrence's views but men 'who are likely to judge for themselves'; Trevelyan about to leave – he was great help to Lawrence in struggles with Rose; suggests advance on Punakha as next move in Bhutan campaign; officers and men do not like border police work; service in Assam is disliked, climate is unhealthy, and regiments are deteriorating.
