- Council had no time to discuss export duties; surprise that Trevelyan would not consent to re-imposition of income tax; believes duties on sugar and silk a mistake, but tea and coffee planters (who pay no taxes, but cause Govt expenditure on roads, police, and postal services) well able to bear their duties; has assented to Govt of Bengal's Bill regarding contracts for labour on tea plantations – its main provision was for appointment of Protectors; assertions by Harington and Grey that Govt of India could have done more to enforce economy – Lawrence would have done but has constantly been in minority in Council on expenditure proposals.
