- Refers to Wood's letters of 27 March; labour question and Bengal law establishing Protectors – 'a Protector must be a man of great moral resolution, and force of character, to stand fairly between the master and the labourer. The whole influence of the non-official English community, and nearly all the Press, will be against him. Many even of the Govt officers are averse to act decidedly'; great argument for this law is that it should lead to improvement of relations between the two parties; Lawrence outlines his objections to new Code of Procedure in contract cases; 'the Ryot is not a free man in making such engagements … No planters would attempt to make similar similar contracts with an Englishman'; rent question – Act X of 1859 as a codification of customs of the country and laws passed by Govt based on such customs; Dyce Sombre case; candidates for barrister judge for Punjab High Court; briefly defends his Oudh policy; compares tenant rights under native and British rule, and in different parts of India; thinks Davies's enquiry has gone too far to be stopped; Mysore case; regarding Nawab of Carnatic, considers such titular 'a rallying point to the disaffected .. and are a scandal and weakness to our Rule'.
