- Number of military officers on staff employment totals 2233, of which 1387 are on military duties and 846 in civil, political or police employment; quality of civil servants obtained through competitive system superior to that of men selected from military service; has arranged with brother of Chief Minister of Kashmir, and McLeod, to send parties to Central Asia and Afghanistan to obtain news; suggests reaching accommodation with Russia on Central Asia and discusses policy in that area and Afghanistan; suggests increase of Russian power in Central Asia would pose no real danger to India and might even have calming effect on Muslim peoples living between the two powers; 'fanaticism, pride of race, the feeling of strength, and the inclination to combine against us in the Mahomedan Races living in the montane countries between India and the Oxus are all fostered by the belief that we may one day attempt their subjugation'; does not think progress of Russia in Central Asia can be impeded if she can overcome inherent difficulties of the country.
