- Has asked Peacock to expedite decision of High Court on rent question; refers to Wood's letter of 25 April on Oudh policy; still favours awaiting outcome of enquiry now going on; points out that Davies's two circulars to which exception has been taken were to some extent revised by Wingfield before issue; discusses some of technicalities of question; failure to hit it off with Wingfield whom Lawrence now thinks 'really did desire to interfere with the Talooqdaree settlement'; visit to Oudh likely to do harm rather than good since the minds of taluqdars have been inflamed against him – 'time and time only can undeceive them'; briefly indicates background of those promoting oppostion to Oudh policy among taluqdars, Bengal zamindars, and non-official English, all of whom have the same interests and therefore the same views.
