- Difficulty in reducing duty on saltpetre; believes revival of income tax will be necessary; excitement caused by export duties seems excessive – gives examples of similar imposts at higher rates; need to get Wood's prior consent to budget in future; Lawrence would have liked to telegraph to him on abandonment of income tax, but Council objected; arguments in favour of advance on Punakha nearly overwhelming; annexation of Bhutan would alarm Tibet and Nepal as well as costing more than it was worth; Bhutan campaign is already costing 2.5 lakhs of rupees per month, plus other costs; more arguments against occupation of Dewangiri; admits mistake on one point on tenancy rights; defends his actions regarding promotions in Oudh from Wingfield's criticism; desirability of introducing new blood into province; Wingfield and many of his officers have set their face against Lawrence's policy, which they have a right to do, but Lawrence can reasonably take care that his own policy has some chance of being fairly dealt with; taluqdars have employed press to misrepresent Lawrence's actions; encloses minute by Mansfield on apparent excess of Artillery officers over requirements.
