- Wood specimens required by Kew Gardens; Raja of Mysore has adopted a son; Mysore case should be fought on its merits – neither compromise nor building up rival family as suggested by Bowring will work; three of 9th cavalry offenders have died in prison – Mansfield has released all survivors except one whose sentence has been reduced from seven to three years; Lawrence begs Wood to consider to what extent Governor-General in Council should be able to interfere in decisions of Courts Martial and orders of C-in-C; is willing to accept Mansfield's nominee for Adjutant-Generalship; posts now held in Bhutan; reviews likely yields from land revenue settlements now going on and sees little prospect of increase; sale of waste lands brings in little and incurs additional expense; difficulties of taxing plantations – 'the English Planter and merchant desires to make money as rapidly as he can, and be off home' and expects State to provide roads etc out of Imperial revenue rather than local taxation; best chance is to reduce expenditure which depends more on authorities at home than in India – hopes proposals for reduction in British troops will be accepted; report sent home on barracks, sanitation, etc; Mansfield has agreed to reduced size opposed by Rose and Napier; works on this reduced scale should be pressed on as fast as possible as men suffer in present temporary accommodation.
