- Food in some places rising to famine prices; draft Act by (Sir) William Muir (Secretary to Govt of India Foreign Dept) to amend Act X of 1859 satisfactory for all parts of India except Bengal and Oudh, which Lawrence suggests should be treated differently- 'it is impossible to have one Law of this kind which will work well everywhere'; impossible for him to have retained Income Tax when it required legislation with all his Council against him – influence of Governor-General is weaker than formerly and continues to weaken; difficulty of resisting tide of increasing expenditure and increasing staff; is opposed to increased taxation, but 'views of the day are the other way, and I have not the authority to resist'.
