- Acknowledges Wood's letters of 12 August; willing to give up plan to visit Agra, but nowhere does Governor-General have 'less influence, and can do less good than in Calcutta and Bengal'; Massey says little but appears to think financial situation may not require further taxation; opium revenue; thinks new taxation may only be unnecessary if Wood borrows for barracks and public works; Lawrence deprecates such borrowing but works of improvement must be proceeded with; general views on taxation; natives prefer indirect to direct taxation; re-imposition of Income Tax more difficult than its continuance, but preferable to Licence Tax because limited to comparatively wealthy; 9th cavalry case – if Governor-General cannot mitigate punishments unless C-in-C consents, there will some day be serious results; hopes Wood will agree to reductions of British Force in India which are perfectly safe, indeed safer than increase of taxation; believes proposed barrack accommodation is ample, but it is needed urgently.
