- Willing to correspond with de Grey in same frank way as with Wood; lost guns have been recovered from Bhutan; summarises Bhutan situation; 'the general state of affairs in India is certainly very satisfactory'; financial situation is only cause for anxiety; need to spend more on development – such expenditure is generally demanded but fresh taxation is opposed; impossible to accept Manchester men's demand for abolition of cotton import duties; amid opposition of natives to new taxation and pressure from English for reduction of taxes which people pay comparatively willingly, wisest course is economy, and caution in introducing new modes of taxation.
