- Two matters constantly harped on in Indian press – his foreign policy, and annual hot weather move to Simla; non-interference in native States has always been his practice and Wood urged him to do it less and less; defends non-interference in current power struggle in Afghanistan; would confine intelligence gathering in Central Asia to native agency, being unconvinced that Russian advance threatens British interests; describes chaotic state of Bahawalpur in which most of Council and Lt-Governor of Punjab want him to intervene, but Lawrence hopes to stave that off for as long as possible; situation in Muscat; defends annual move of Govt to Simla without which he would have to resign; important that Governor-General and Council should be together; work has increased in volume and importance in recent years and is better done at Simla.
