- Maine's vexation at report in Bombay Times of proposals by Sir E Perry (Member, Council of India) for sweeping changes in judicial system in District Courts; Lawrence's views on Perry's proposals given at length; one objection is likelihood that English barristers rather than Indians would be appointed as District Judges; European opinion in India increasingly against employment of Indians in offices of much importance – a result to be deplored since it tends to make British rule unpopular; dependence of barrister High Court Judges in India on solicitors and barristers and their native staffs to put cases before them 'in an English garb'; gradual extension of High Courts to non-Presidency areas is all that is needed; Lawrence's wish to aid native officials especially judicial officers and their subordinates 'all of whom are miserably paid'.
