- Acknowledges de Grey's letter of 18 April; Raikes's services; approves 'liberal grant of these distinctions [i.e. Star of India], which … have a beneficial effect on the services, and … strengthen the hands of the Governor-General'; reasons why succession duty impracticable in British India (as distinct from native States); opinions of Local Govts on feasibility of local taxes are being obtained; great burden is military expenditure in India and at home which is difficult to touch and tends to increase; failure of East India Railway to make any attempt to trace perpetrators of murder on train; 'the whole native community are open-mouthed at the way native travellers are treated on many of the Railways; and these complaints are corroborated by many of our own officers and officials'; hopes to introduce bill to facilitate punishment of minor offences by Englishmen; real remedy is to bring railways under control of Local Govts; railway people completely disregard native opinion; policy towards Russian progress in Central Asia, and towards Afghanistan; would not renew present treaty with Afghanistan which will continue in full force unless Amir desires it as personal compliment, and on no account would Lawrence agree to aid him against his external enemies [omission from letter book]; requests de Grey's views and wishes.
