- Brief encomium of Bishop Cotton; pleased to receive Cranborne's telegram sanctioning loans for irrigation works; refers to Cranborne's letter of 16 September; unreasonable outcry against Beadon who is in bad health and cannot reside in Calcutta, over failure to act on famine – he was slow to act at first and made mistakes but nevertheless has done much; regrets bad relations with Sir Bartle Frere (Governor of Bombay) who wants to make his Govt independent of central control; he has spent more than he can meet from Bombay revenue; differences with Frere over management of Bombay Bank, Col Pelly's conduct of relations with Muscat and appointment of Anglo-Indian apothecary as representative there, Central Govt's demands for estimates for building railways, and case of Col Stanley (who had maltreated a sepoy on parade); justifies Central Govt's conduct in Stanley's case, in particular his summary removal from command of regiment – 'a Court Martial would have proved a mere mockery, and in short would have resulted in his triumph. No body of officers would have found one of their own class guilty of maltreating a native as Col Stanley did. We have numberless instances in this country where such Courts fail to do their duty'; referring case to Govt of Bombay would also have resulted in letting him off; difficulty of Russian position in Central Asia; request from Amir Sher Ali for arms and money to aid advance on Kabul has been rejected, despite untrustworthiness of present rulers in Kabul; 'Sher Ali can never prove a friend worth helping'; brief comments on licence and income tax.
