- Will shortly proceed to Agra to hold a Great Durbar; is most firmly opposed to Green's proposal to occupy Quetta, has asked Mansfield and Durand to give their views; urges Cranborne to assemble Sir Herbert Edwardes (ex-Commissioner of Peshawar), Sir Neville Chamberlain (soldier experienced in frontier warfare), and (Sir) Harry Lumsden (formed Corps of Guides, and even more knowledgeable than other two on frontier tribes and Afghans) to give him views on Green's proposal – Lawrence would hesitate to contravene their united views even if contrary to his own; Lumsden has said that he was so closely watched during his mission to Kandahar (1857-58) that he could obtain more intelligence in Peshawar where he could freely communicate with merchants and travellers from Afghanistan and central Asia.
