- In view of newspaper attacks, defends his irrigation policy; reasons for preferring state to private companies undertaking such works; engineers trained in India have more specialist knowledge of canals than those from England, and are familiar with Indian administrative system – even private companies employ Indian engineers; will assist English enterprise when he can do so conscientiously 'but when I find it acting oppressively towards the people, or injuriously towards the interests of the State, then I resist it'; given pressing need for revenue, it would be 'a kind of political suicide' to sacrifice resources which will accrue from irrigation works; 'Light taxation in my mind is the panacea for foreign rule in India'; whatever the miseries of people of Orissa, 'the present Govt of India is not to blame for them'; Orissa is quite well of for irrigation.
