- Refers to Cranborne's letter of 2 October; opposes road or railway through Burma, and even begrudges cost of survey given unlikelihood of its coming to anything; Phayre may be able to effect compromise at Mandalay between Burmese King and his opponents; asks for Cranborne's views on French expedition to Burma; reasons for opposing treaty with Burma unless absolutely necessary to prevent French or American interference; with seaboard in British hands, French could not do much harm; Lt Hood will need elephants and beaters to flush out tigers; comments on press in Bengal; does not think it is seditious; Bengalis have political aspirations, but are timid and 'from time immemorial' have been 'the prey of foreigners' - they may feel that 'if they must live in subjection they may as well be subject to us'; elsewhere press is less ably conducted and more under control and editors would not dare to indulge in sedition; doubtless some men would like to subvert British power and this feeling will increase 'but so long as the masses are pretty well off, they are fairly content and peaceable. There is much natural docility and respect for power and authority in the people'; real risk in India arises from its large extent and the predatory races scattered over upper and central India who will be dangerous whenever power of Govt is relaxed.
