- Has held successful Durbar at Agra, where 100,000 strangers have gathered in orderly fashion; is to visit Scindia as personal compliment, and to judge of locality and his army; [apparently referring to Cranborne's letter of 16 October]; composition of Commission of Enquiry into Orissa famine; complains of cost of survey for Burma road; armies of native states poorly equipped; question of subscription in London and Bristol for Orissa famine relief; concurs in Cranborne's general views on irrigation; argues that delay in starting work was caused by nature of communications received from India Office; misrepresentations of British press on question of allowing private enterprise to undertake irrigation work, and Lawrence's reasons for preferring state undertaking it; Public Works Dept is as efficient as such Dept will ever be; will do what he can for Cranborne's recommendations but patronage of Governor-General is remarkably limited.
