- Proposal to increase export duty on grain which will facilitate reform of customs and add £100,000 to revenue; crops in Orissa turning out well, but large area still suffering effects of flooding and 200,000 people their will need 'partial support' for next year; succession duty can only be levied where chiefs have not been formally granted right of adoption – claiming it in other cases would raise an outcry and 'be stigmatized as tampering with Lord Canning's policy'; difficulties of levying succession duty on petty tenures; thinks wish of tea and coffee planters to give up surplus land and count revenue paid on it towards sums due on land retained may be granted.
